Job Summary

The Engineer II – OSP performs applied research, development, and design of underground OSP conduit infrastructure and fiber optic cabling. The Engineer II will oversee fiber optic projects from proposal development to design and as-built delivery with limited oversight.

Job Description

  • Perform applied research, development, and design of underground Outside Plant conduit infrastructure and fiber optic cabling

  • Coordinate OSP fiber projects from design through as-built delivery

  • Work includes design, permitting, and field decisions applicable to OSP construction projects

  • Perform survey work, schedule planning and implementation, quality control of construction and as-built drawings, review construction inspection reports and redline changes.

  • Review, analyze, and resolve field construction issues and discrepancies

  • Provide bill of materials, specialized tools, and equipment to project management staff in order to complete projects on schedule and within budget

  • Communicate verbally with construction subcontractors regarding proper procedures for placement outside cable plant

  • Provide interpretation of plans, detail sheets, and specifications for subcontractors and inspectors

  • Prepare applications and drawings for right-of-way and construction permits

  • Perform quality control of drawings and as-builts prepared by computer-aided design (CAD) personnel

  • Analyze Optical Time Domain Reflectometer (OTDR) traces, evaluate characteristics of fiber, and document test results

  • Handle complex engineering assignments

  • Interface with OSP installers, locators, project managers, inspectors, and permit authorities to complete comprehensive packages with sufficient detail to allow future use in maintenance and new construction activities

  • Read complex roadway plans and construction drawings

  • Excavate handholes if required

  • Splice and test fibers

  • Create splice diagrams, schedules, and fiber connectivity documents

  • Draft detailed packages of complete procedures for fiber cutovers, rollovers, and turn-ups

  • Performs site surveys, attend meetings (customer, material vendor, and jurisdictional)

  • Assists the installation team when necessary

  • Creates, updates, and reviews technical documentation



  • Good penmanship, drafting, and verbal skills

  • Able to work outdoors in all weather conditions

  • Able to travel by auto on short notice for surveys, meetings, and inspection work

  • Good physical condition - capable of standing all day and walking several miles to engineer cable routes in remote locations or to follow construction equipment when required

  • Able to work on drawings and spreadsheets for extended periods

  • CAD, survey equipment operation, geographical information systems (GIS)

Education and Experience

  • Position requires minimum two years of underground utility construction engineering layout and follow through experience

  • BS in Engineering or equivalent work experience (eight years construction engineering or similar discipline)

  • Land surveyor background a plus

  • Experience with modeling civil engineering projects in GIS a plus

Security Requirements

  • US Citizenship required

  • Must be able to obtain and/or maintain eligibility requirements for access to government classified information up to the TS-SCI w/poly (applicants selected will be subjected to a government security investigation for initial clearance)

Other Requirements

  • Must have a valid driver’s license have a clean driving record

  • Some local travel required

  • Erosion and sedimentation certification will be required (training provided)

  • VDOT, DDOT, and MSHA Traffic Control Planning certification ( training provided)
