The Senior Proposal Manager - Federal is responsible for leading our most highly complex proposal activities (e.g. Federal Government Agencies); matrix manage other groups, i.e., Sales Engineering, Program Management and other bid team mates to develop winning proposals that are accurate, complete, compliant, compelling and implementable.
Manage all facets of each assigned proposal including:
Creation of compliance matrices
Parsing requirements for Subject Matter Expert (SME) callouts;
Matrix management of proposal content creation;
Collaborative leadership of proposal team with technical and/or Ops SMEs; Writing, editing, and graphics design; management of Pink, Red and Gold teams as appropriate; proposal submission; and proposal archiving.
Provide leadership to the organization for process improvement including the skills, methods and tools for Proposal Development.
Act as a change agent and work closely with all supporting teams (Sales Engineering, Contracts etc) and corporate support functions to build consensus and successfully implement improvement.
Lead definition and implementation of requirements traceability and compliance analysis for proposals.
Provide peer leadership and training to other members of the proposal team regarding Proposal and Project Management process, methods and tools.
Provide Subject Matter Expertise in the development of telecommunications proposals, as well as, understanding of the dependencies in telecom customer solution design, telecom customer solution implementation and new telecom product implementation.
Maintain on-line proposal development and archival libraries throughout the proposal development lifecycle.
Bachelor's degree in relevant business, technical, or professional field of study
Minimum Ten (10) years of demonstrated Proposal Management experience in the Federal market
Solid experience in all contract types (e.g., FFP, T&M, cost plus) as well as non-IDIQ and IDIQ single or multiple award contracts is expected Demonstrated ability to collaborate and build win-win partnerships externally with customers and within firm/corporation, with a focus on understanding how to create competitive discriminators in a highly cost-competitive environment
Ability to identify emerging business trends resulting in strategy recommendations to senior management
Proficient in capture management based on industry best practices -- demonstrated proficiency qualifying opportunities
Solid network and extensive customer knowledge in the client base with proven ability to build new and existing business leveraging connections. Demonstrated ability to influence constructively and interact at the highest levels of the corporate structure is a prerequisite.
Excellent interpersonal, problem solving, and business acumen
